What this measure does

Parliament respectfully requests President Ferdinand R. Marcos Jr. to designate Antonio Ernesto F. Lagdameo Jr., Special Assistant to the President, as the Government of the Philippines co-chair of the Intergovernmental Relations Body (IGRB). The filed text directs no copies to any office.

Filed on 17 December 2025 by 47 principal authors; the text itself is "introduced by all Members of Parliament present" that day, and its signature block names MP Naguib G. Sinarimbo as author. Adopted the same day, consolidated with Proposed Resolution No. 774, as Resolution No. 564.

Why it was proposed

The IGRB, created under Section 2 of Article VI of the Bangsamoro Organic Law, was co-chaired for the national government by Finance Secretary Carlos G. Dominguez III at its first meetings in 2019 and later by DBM Secretary Amenah F. Pangandaman, with Minister Mohagher M. Iqbal co-chairing for the Bangsamoro Government throughout. Pangandaman resigned from the DBM on 17 November 2025 and so left the IGRB. The resolution then sets out Lagdameo's record: appointed Special Assistant to the President in 2022, an office with the rank of Secretary under Executive Order No. 1 of 30 June 2016; educated at the University of Pennsylvania and the University of Asia and the Pacific; elected Representative of Davao del Norte in 2007 and served 3 terms; and active in peace and development work with the MILF and the MNLF.

Who it affects

  • The Intergovernmental Relations Body and the national and Bangsamoro offices that bring issues to it.

Who would implement it

  • Office of the President, asked to make the designation.

Funding

No appropriation. The resolution appropriates nothing.

What changes if it becomes law

  • Adopted on 17 December 2025 as Resolution No. 564, together with Proposed Resolution No. 774.
  • It binds no one: the designation is the President's to make.

Raised during deliberations

No published record of the debate on this measure. Parliament’s journals cover sittings up to March 2023 only, and no committee report on it has been published.

What to notice

It is the longer of 2 same-day proposals on the IGRB chair; the adopted Resolution No. 564 takes its title from the 4-author Proposed Resolution No. 774 and absorbs this one's endorsement of Lagdameo. Unlike No. 774, it does not mention Sulu or the IGRB's failure to convene. Resolution No. 569 later commended Pangandaman as former co-chair; the registry does not show whether Lagdameo was designated.
