What this measure does
This creates and establishes an infirmary hospital in Tipo-Tipo, Basilan.
The municipality has 25,531 people across 4,195 households at the 2020 census. The nearest hospital is the Lamitan District Hospital, 22.2 kilometers away by the Basilan Circumferential Road, and patients travel long hours to reach it.
Why it was proposed
The note's case is distance and the inadequacy of what lies at the end of it. Tipo-Tipo's patients travel 22.2 kilometers to Lamitan, to a district hospital that another bill in this registry documents as a 25-bed Level I facility with 4 permanent physicians serving a catchment of 100,150 people across 8 municipalities.
So the journey ends at a hospital that is itself over capacity, which is the argument for a facility in the municipality rather than a better road to the existing one.

What to notice
This bill needs reading against an act that already exists, and the registry does not connect them. In August 2025 BAA 78 established a 25-bed Level I general hospital in Tipo-Tipo, with ₱50 million from the 2025 budget and a scheme for transferring management to Basilan province once the province can show the capacity to run it. That act began as Bill No. 104, filed by MP Mawallil in October 2022.
This bill was filed in February 2024 — after Bill 104 had been filed and before it was enacted — and proposes an infirmary in the same municipality. It is still listed at Second Reading, Committee Stage, while the measure it overlaps became law. So Tipo-Tipo is the subject of 2 hospital measures from 2 different members, 1 of which is now an act, and neither document refers to the other.
Whether that is duplication or complement depends on a distinction the bills do not draw. An infirmary and a 25-bed Level I general hospital are different facilities — an infirmary is smaller, cheaper and aimed at stabilisation and short stays — and a municipality could sensibly have both, or could have wanted the infirmary as an interim step while the hospital was built. But nothing in this bill positions it that way, and with BAA 78 enacted the practical question is whether this measure now has any work left to do.
That is the recurring cost of the pattern this registry documents: 23 hospital bills from 10 members, converging on the same municipalities without visible coordination, with no mechanism inside Parliament for noticing that a subject is already taken. The Tipo-Tipo pair and the 2 identical orphanage bills are the clearest instances.
