What this measure does

The Iranon District Hospital in Parang becomes the Iranon Provincial Hospital, with authorised capacity raised to two hundred beds under the direct supervision and control of the Ministry of Health.

What sets this apart from every other hospital act in the registry is that it answers the questions the others leave open. Section 5 requires the existing workforce — doctors, nurses, support personnel — to be increased corresponding to the increase in beds, with the additional plantilla positions determined by the health ministry together with the finance ministry and the Civil Service Commission, in consultation with hospital management. Section 6 gives the whole upgrade a deadline: 3 years from approval. And Section 9 requires the Ministry of Health to report annually to the Chief Minister and to Parliament — through the Committee on Health and the Committee on Finance, Budget and Management — on the outcome and progress of the conversion.

Fifty million pesos is appropriated from the 2025 budget, and implementing rules were due within 60 days, drawn up in consultation with the provincial government.

To raise a district facility to provincial level, and — on the evidence of how it is drafted — to do so in a way that could be checked.

Funding

Carries an appropriation. ₱50,000,000 initial, charged against the 2025 General Appropriation Act of the Bangsamoro, with operations thereafter in the annual appropriations. As with the rest of the series, the initial amount is modest against a 200-bed conversion and the real cost lands in later budgets.

Raised during deliberations

No published record of the debate on this measure. Parliament’s journals cover sittings up to March 2023 only, and no committee report on it has been published.

What to notice

Read the hospital acts in order and this one is the destination. In June 2022 the region was authorising tenfold expansions against 'such amount as may be needed', with no schedule, no reporting and no staffing commitment. Sulu and Buluan added funding tranches. The December 2024 cohort added stated amounts and named funds. This act, in May 2025, adds the two things still missing: a deadline and an annual report to the legislature.

That progression is the most encouraging thing visible across the whole registry. It is not a change in policy — the region has wanted hospitals throughout — but a change in the craft of writing the law, and specifically in whether the law leaves a citizen anything to hold. Section 9 is the provision to remember: it converts 'a hospital was authorised' into 'here is the annual document saying what happened'.

The limits are still real. Fifty million pesos for a two-hundred-bed provincial conversion is a first instalment rather than a cost, nothing happens if the 3 years pass without delivery, and the short title says 2023 for an act passed in 2025 — a sign of how long these bills sit before enactment. But this is the first hospital act in the registry where a reader who wants to know whether the promise was kept is told exactly which document to ask for.
