What this measure does

This creates a hospital at Barangay Pura in Datu Blah T. Sinsuat, with at least twenty-five beds built to the Department of Health's minimum national standards. The Ministry of Health supervises it, approves its structure, and decides whether it grows: future upgrades rest on the Ministry's own evaluations and recommendations.

Section 5 is the interesting one. It says the hospital serves primarily *but not limited to* patients from its own municipality, and may extend services as augmentation and support to other existing medical facilities — particularly for patients from adjacent municipalities, and especially the coastal areas of Maguindanao del Norte. A hospital act that anticipates its own catchment spilling over is unusual and sensible.

Fifty million pesos is appropriated from the Miscellaneous and Personnel Benefit Fund of the 2025 Bangsamoro budget.

Why it was proposed

The same Organic Law obligation carried by every hospital act in the registry — a general hospital system established by law, so the basic right to life is attainable through prompt, excellent and affordable medical services.

Funding

Carries an appropriation. ₱50,000,000 initial, charged against the Miscellaneous and Personnel Benefit Fund of the 2025 General Appropriation Act of the Bangsamoro, with later operations in the annual appropriations.

No published record of the debate on this measure. Parliament’s journals cover sittings up to March 2023 only, and no committee report on it has been published.

What to notice

The catchment clause is the piece of drafting worth borrowing. Most hospital acts define a facility by the municipality that hosts it and leave everything else to practice — which in a coastal province means the hospital treats whoever arrives while having no legal basis for the resources to do it. Section 5 names the overflow: adjacent municipalities, coastal areas, augmentation of other facilities. That gives the hospital's demand a footing in its own statute.

Two things a careful reader should note. The bed figure is a floor rather than a target — 'at least' twenty-five, with growth left to Ministry evaluation, which is honest but means the act commits to very little. And the short title dates the act to 2022 though Parliament passed it in December 2024; the bill number is low enough that it evidently sat for 2 years before enactment, and the title was never updated. The registry records it as enacted rather than tidying it, because the operative short title is the one in the signed text.

One piece of context the act does not supply: the host municipality already has a district hospital, upgraded by BAA 25 in 2022 from ten beds to a hundred. This creates a second facility in the same municipality, and nothing in either act explains how the two are meant to relate.
