Referred to a committee for study. It moves further only if that committee reports it back, and this is the stage where public input carries the most weight.
What this measure does
The proposal would have Parliament commend and recognize the Japan International Cooperation Agency (JICA) for its support and assistance to the region. A copy would be presented to JICA.
Filed on 20 February 2024 by MP Sha Elijah B. Dumama-Alba and 13 other principal authors, with 7 co-authors. It was referred to the Committee on Rules on 17 November 2025, 21 months after filing. No further action is recorded.
Why it was proposed
Section 25 of Article XII of the Bangsamoro Organic Law lets the Bangsamoro Government use official development assistance with national approval under the Official Development Assistance Act of 1996. JICA, the proposal says, works with the region's ministries, offices and agencies to improve public finance and budget management, in line with the region's commitment to accountability, transparency and fiscal responsibility in the use of public funds. It praises JICA's generosity and commitment as helping build peace, stability and prosperity.
Who it affects
- The Japan International Cooperation Agency
Funding
No appropriation. The resolution appropriates nothing.
What changes if it becomes law
- Still with the Committee on Rules; no hearing or report is recorded.
- If adopted, it would be a commendation only.
Raised during deliberations
No published record of the debate on this measure. Parliament’s journals cover sittings up to March 2023 only, and no committee report on it has been published.
What to notice
Parliament had already adopted a near-identical commendation, Resolution No. 302 of 17 January 2023, 'recognizing and commending' JICA for its support and assistance to the region. The filed copy names MP Ubaida C. Pacasem as sole author and the 14 others as co-authors; the index omits MP Pacasem entirely and lists the others as principal authors. The text names no JICA project, amount or date.
