What this measure does
Buluan's district hospital goes from Level I to Level II and from seventy-five beds to a hundred and fifty. The facilities and professional services are upgraded to be commensurate with that, and the act says plainly that the number of medical personnel shall be correspondingly increased.
What makes this the most operationally serious of the June 2022 hospital acts is where it puts the money. Like the Sulu act, it sets three tranches from calendar year 2022 — 40%, thirty, thirty. But it goes one step further: Section 5 directs the Ministry of Health to include the initial implementation in its 2022 programs straight away, with that funding chargeable to available appropriations under the Contingent Funds.
Construction and upgrading sit under the direct supervision and control of the regional health ministry.

The same Organic Law duty to build a general hospital system, applied to a district facility whose catchment had outgrown a seventy-five bed Level I.

Initial implementation may be charged to available appropriations under the Contingent Funds — a source that exists now rather than a line in a future budget.

What to notice
Compare the three Maguindanao and Sulu hospital acts passed within a week of each other and you can watch the drafting improve in real time. Datu Blah Sinsuat (BAA 25) authorises a tenfold expansion against 'such amount as may be needed'. Sulu Provincial (BAA 28) adds a three-tranche schedule. This one adds the schedule and then answers the question the schedule leaves open — what happens before the first budget cycle — by pointing at the Contingent Funds.
That is the difference between a law that permits a hospital to grow and a law that starts it growing. It is still permissive: funding 'may be charged' to Contingent Funds, not must. But naming an existing pot rather than a future appropriation is what lets work begin in the year the act passes.
What none of them do is say when it is finished. There is no completion date anywhere in the cluster, no reporting duty, and no consequence for a tranche that goes unreleased — so the schedule tells a citizen what to ask about, and the annual budget documents remain the only place the answer can be found.
