What this measure does

Parliament would urge Chief Minister Abdulraof A. Macacua, through the appropriate ministries and offices, to take immediate measures to ease the impact of high fuel and transport costs on the people of Tawi-Tawi: assess fuel supply and distribution in the province, give relief to students, fisherfolk, workers, public transport drivers and other affected sectors, explore ways to cut logistics costs such as direct shipment, bulk procurement, more storage and new suppliers, develop a long-term fuel and energy security strategy for the islands, and coordinate with the Department of Energy. It states that nothing in it authorizes fixing or regulating fuel prices. A copy would go to the Office of the Chief Minister.

Filed on 30 September 2026 by MP John Anthony L. Lim with MP Jose I. Lorena, with 4 co-authors. It was revised on 1 October and again on 5 October 2026, and deferred on 5 and 6 October 2026. It has not been referred to a committee.

Why it was proposed

The resolution reports retail prices in parts of Tawi-Tawi as high as ₱140 per liter of diesel and ₱110 per liter of gasoline. In an island province where fuel drives land and sea transport, fishing and the movement of goods, it says these prices raise transport fares and the cost of food and essentials for students, workers, fisherfolk, drivers, small businesses and households. Tawi-Tawi's isolation adds shipping, handling and storage costs. It notes that Republic Act No. 8479, the Downstream Oil Industry Deregulation Act of 1998, leaves prices to market forces, and frames its aim as finding the supply and logistics causes of the high prices and relief within the Bangsamoro Government's powers, not price control.

Who it affects

  • Residents of Tawi-Tawi, especially students, fisherfolk, workers, public transport drivers and small businesses.

Who would implement it

  • Office of the Chief Minister
  • Bangsamoro ministries and offices concerned
  • Department of Energy (coordination)

Funding

No appropriation. The resolution appropriates nothing.

What changes if it becomes law

  • Nothing yet. It was deferred on the floor on 5 and 6 October 2026.
  • If adopted, it would be an urging; it sets no budget, amount of relief or deadline.

Raised during deliberations

No published record of the debate on this measure. Parliament’s journals cover sittings up to March 2023 only, and no committee report on it has been published.

What to notice

Its title, revised twice in a week, now stresses consistency with deregulation, and the text repeats 3 times that it seeks no price control. The prices it cites are "reported" with no source or date. PR 79, filed on 4 November 2022 on social safety nets during the 2022 oil price hike, was never referred to a committee.
