What this measure does
The proposal would amend Rule VIII of Parliament's Rules (Adopted Resolution No. 268) to add "Messages, Recognitions, Commendations, Memorials and Communications" to the daily Order of Business, placed after the Question Hour and before bills on third reading. Members wishing to give a recognition or commendation would notify the Floor Leader's office 1 to 3 days before the session and get 3 to 5 minutes to speak. It would also add a Chief Minister's Hour after the roll call on the first Wednesday of each quarter, have the Order of Business posted online and e-mailed to Members at least 3 days ahead where practicable, and let any Member move to amend it after the roll call.
Filed on 25 March 2024 by MP Baintan A. Ampatuan and 14 other principal authors, with 10 co-authors. It was referred to the Committee on Rules on 20 May 2024, reported out in Committee Report No. 82, and adopted as Resolution No. 494 on 22 August 2024.
Why it was proposed
It cites the Organic Law's grant of power to Parliament to adopt its own rules and the BTA's authority during the transition. Many resolutions filed by Members honor achievements or extend condolences, and each goes through the full plenary process, interpellation and amendment included, which the authors call time-consuming. They argue it is better to give each Member time to speak than to have them file such resolutions.
Who it affects
- Members of Parliament.
- People and groups who would otherwise be honored by separate resolutions.
Who would implement it
- Parliament, through the Office of the Floor Leader.
Funding
No appropriation. The resolution appropriates nothing.
What changes if it becomes law
- Adopted as Resolution No. 494 on 22 August 2024, a binding change to Parliament's own Rules.
- Recognitions, commendations and condolences get a standing slot in the Order of Business instead of separate resolutions.
Raised during deliberations
No published record of the debate on this measure. Parliament’s journals cover sittings up to March 2023 only, and no committee report on it has been published.
What to notice
The adopted Resolution No. 494 tightens the proposal: notice of at least 3 calendar days instead of 1 to 3, at most 3 minutes instead of 3 to 5, and the new item moved up to right after approval of the journal. The filed copy carries a drafting slip ("each The daily Order of Business"), and its Section 2 heading mentions condolences while the text covers only recognition and commendation.
